Course overview

The Blasting Explosives User Licence course offered by Mines Rescue provides students with the skills and knowledge required to work with explosives in underground coal mines. Deputies certificate or higher also required to apply for a BEUL.

Upon successful completion of this course, students will gain skills and knowledge in:

  • Storing, handling and transporting of explosives
  • Supporting shot-firing operations
  • Conducting underground shot-firing
  • Managing blasting operations

Completion of this course fulfils the formal educational requirements to apply for NSW Blasting Explosives User Licence for applicants that hold a current Deputies certificate of competence or higher.

Learning outcomes

Upon successful completion of this course, students will be awarded Statement of Attainment for the following units:

  • RIIBLA202F Support underground shotfiring operations
  • RIIBLA205E Store, handle and transport explosives
  • RIIBLA302E Conduct shotfiring operations in underground coal mines
  • RIIBLA401E Manage blasting operations
    • These units contribute to the completion of the RII40420 Certificate IV in Underground Coal Operations and the RII50920 Diploma of Underground Coal Mining Management.

      Entry requirements

      No formal previous learning is required for this course however Mines Rescue encourages students to gain knowledge and experience of the policies and procedures of their workplace before starting the course. It is also an expectation that students have experience working in an underground coal mine environment.

      It is acknowledged that this is a course based on a Certificate IV level qualification that requires appropriate levels of language, literacy and numeracy skills to manage course work, on-course activities and assessment tasks.
