David has 30 years’ experience in the coal mining industry, during which time he has spent 17 years at NSW Mines Rescue.

David played a key role in driving industry change to move to an Incident Command and Control System (ICCS), a system designed to integrate and coordinate multiple agencies working together effectively in an emergency. Today, the majority of mining companies and mines in NSW have the ICCS in place.

He has been a Mines Rescue brigade member for 25 years and has had significant first-hand exposure to emergency scenarios including Pike River, Beaconsfield and the Blakefield South incident and recovery. He has also been involved in planning, running, observing and assessing simulated emergencies in NSW, Queensland and internationally.

David has been a member of the NSW Resources and Infrastructure Industry Coal Mining Industry Reference Committee and is also a member of the Queensland Department of Natural Resources, Mines and Energy Task Group 4, a forum established following the Wardens Inquiry into the Moura No.2 mining disaster of 1994, to review self-escape and aided rescue. He is a member of the Local Emergency Management Committees for Singleton and Muswellbrok.

David is a member of the Mines Rescue Working Group, a NSW industry forum to maintain best practice emergency response and the Local Emergency Management Committee for the Singleton area, a forum which is responsible for emergency management in local government areas.

David holds practicing certificate as Deputy and Undermanager of underground coal mines. He also has an Advanced Diploma Public Safety (Emergency Management), an Advanced Diploma of Underground Mining Management and a Certificate IV Training and Assessment.
