Why use the Coal Services Portal?

  • The MoC scheme can be hard to follow, there are restrictions on some learning types, learning formats and annual maximums on hours, and mandatory topics.
  • It has in-built calculations to ensure that activities being claimed do not breach any of the scheme rules.
  • Provides a summary of the hours, topics and other requirements for quick review.
  • Enables the user to allocate activities to only the acceptable areas of competence and types of learning.
  • Can enable employers to easily view a PC holder’s progress and monitor for compliance and training booking purposes

Key information for NSW Practising Certificate Holders

Ensure your contact details are up to date

It is essential that your contact details (most importantly, your email address) are accurate as this is how you will be contacted and where your new certificate will be sent. You can do this:

    • Via the Resources Regulator Mine Worker Portal – A help guide for navigating the portal is available here.
    • By emailing [email protected]

Maintaining records

  • Make sure you log everything as you go – you can be audited at any time within the five years, not just at the end.
  • Your log book needs to be provided in excel or other format that allows for easy auditing of your hours (Coal Services’ MoC Portal allows a download)
  • If audited, you will be asked to provide evidence of some of your learning activities. Make sure you have this or are able to access it when required.

Recognised types of learning

Review the sections of the Guideline “Recognised Types of Learning” section 7.3 and “Criteria for types of learning” section 7.4 to ensure claims are eligible:

Remember that some areas and types of learning have hours capped, or a minimum MUST be reached – the App does the calculations of this for you

For anything claimed as “Formal Learning”, the evidence this MUST include (as per section 7.3.1 and 7.4.1 of the guide to the maintenance of competence scheme for practising certificates.

  1. The course content, with or without learning objectives*, are, current and relevant for those attending the course, with course starting and finishing dates/times** – What was covered and is it relevant to your role?
  2. The person(s) delivering or designing the course (including face to face, online and correspondence courses) has appropriate technical and/or educational ability, experience and qualifications relevant to the course – Name is not enough
  3. The learning environment is appropriate, safe, and adequately resourced. – Location Name should be adequate, e.g., Site Name + XYZ Training Room, RTO Location, Conference Location etc

As per section 7.4.3 of the guide, the following are generally not accepted:

  • unstructured conversations with other mine workers, unless they are part of a mentoring program, or equivalent
  • time allocated to lunches and breaks at conferences, workshops, seminars, training courses
  • general meetings with clients, lawyers, government officers, suppliers or similar
  • attending and contributing to community service organisation meetings or local council meetings, unless you are gaining relevant skills, (e.g., leadership and management)
  • generic inductions where content does not specifically apply to exercising the statutory function
  • interactions with the Resources Regulator for enforcement only (and not for compliance e.g. participating in a Regulator audit/assessment at a mine, an information/education program or another eligible learning type e.g. reviewing a principal hazard or control plan in preparation).
